Does anyone know what the green paint splash on the side of engine block signifies?

Not sure how well you can see this but the green splash of paint is just below the head. Its pretty faded but you can see it together with the blue engine paint that is also very faded and almost all gone. Someone in the UK told me it is something to do with an undersized crank?

I think I found out what this paint marking means. Someone in the ASOC in the UK has told me it signifies an under sized crank and would have been applied at the factory in order to show this.
